Tools and guidelines developed by FAME
Over the past decade FAME has developed a comprehensive suite of data collection apps, technical guidelines, and decision-support tools that are now in active use across the Pacific. Many are downloadable from the SPC Digital Library; others are available on request from FAME.

Ikasavea
Tablet app for coastal fisheries data collection — market stalls, landing surveys, biological sampling, socio-economic surveys, underwater surveys, and fisher logbooks. Used in 17 PICTs. In 2025 alone, 7,678 market surveys and 3,881 coastal fisheries trips were processed.
Cloud-hosted tuna fisheries data management platform used by all PICTs operating in the WCPO. Provides 100+ pre-built reports for catch summaries, observer data, and vessel activity. A 2023 user survey found 95% agreed it provided much-needed access to their data.
Tablet-based data entry app for tablet-based small-scale fisheries data collection. Active in 7 PICTs. Over 100,087 fishing trips logged to date, with continuous yearly growth. Used by community-based data collectors and fisheries officers.
Mobile e-reporting app for longline fishing vessels. Used in 7 PICTs. Logsheets uploaded directly from vessels at sea support faster reporting and improved data quality. 54% of long-line observer trips were e-reported in 2024.
Tablet app for port sampling and biological sampling of tuna and other large pelagic species. Used in 10 PICTs. Streamlines fish length, weight, and species composition data capture for stock assessments.
Offline data collection app for fisheries observers on longline vessels. Used in 5 PICTs. Designed to work without internet connectivity on vessels and synchronise data upon return to port.
Pacific Handbook for GESI in Coastal Fisheries & Aquaculture (2nd ed.)
Practical guidance for mainstreaming gender equity and social inclusion (GESI) in coastal fisheries and aquaculture. Includes the GESI analysis framework adopted across PICTs for management and livelihoods programming.
Companion handbook integrating human rights, gender equity, and social inclusion within the tuna fisheries sector. Provides guidance to processors, vessel operators, ports, and crewing agencies.
A manual for community fishers in the Pacific Islands. Promotes sustainable fishing, targeting more resilient species, and reducing reef pressure. Launched in 2023 to enhance sustainable fishing practices and support community livelihoods.
Regional framework guiding the sustainable development of aquaculture across PICTs. Developed in 2024 through extensive consultations and supports country-level aquaculture planning and biosecurity.
First regional framework for managing aquatic biosecurity, endorsed by Regional Forum Fisheries Ministers in 2020. Supports the OIE/WOAH-compliant disease surveillance now in place across 14 PICTs.
Comparative web tool cataloguing coastal fisheries and aquaculture legislation across PICTs. Used by decision-makers, fisheries managers, legal experts, and MCS specialists to improve understanding of legal frameworks in the region.
Online training module for fish and sea cucumber species identification. Supports coastal fisheries officers, observers, and biological samplers in accurate species identification across the diverse Pacific catch.
Comprehensive repository of FAME publications, bulletins, manuals, posters, brochures, and country-specific information products. 587 new resources made available in 2025 alone. The ECHO portal hosts targeted information products for fishers and managers.
